

Generally, monsters progress in their levels as you get further along in the game and into new difficulties – with a few caveats for certain areas. This is also why you will progressively see better items being dropped as you progress through the game. Generally, most of the items you’ll want in your end-game build are higher item level, meaning you need to kill higher monster levels to get them. In order for certain items to be dropped, monsters need to be a minimum level that matches or is higher than the item’s level.

You’re unable to see these yourself in the game, but luckily we have over 20 years of knowledge to go off of from Classic Diablo 2. Each item in the game has a specific item level assigned to it and each area has a specific monster level.
